WKA World-wide Referee ProgrammeFrom Klaus Nonnemacher (WKA) I would like to inform you about our new referee system and about our to-be-introduced world-wide referee programme. WKA is planning to organize each year a ‘super seminar‘ that will take place in 5 different countries across 5 different regions before the World Championships (we would like to cover the UK, USA, Western and Central Europe, Arabic countries, and Eastern Europe). We would like to organize the first one from 4th till 6th April 2008. The main purpose of the seminars will be to provide qualification and licensing international A, B and C class referees as well as to provide united and harmonized national programme for educating and licensing 1st class national referees. In addition, we aim to coordinate referees world-wide and to help in applying of the official WKA rule book world-wide. Conditions for becoming A, B, C class referee are as follows: - A class – is required to take part at World Championship as B class referee 3 years (3 times) plus to pass A class referee test (plus sufficient knowledge of English)
- B class – is required to take part at World Championship as C class referee 3 years (3 times) plus to pass B class referee test (plus sufficient knowledge of English)
- C class – is required to have 3 years practice in refereeing as 1st class national referee plus to pass C class test (plus sufficient knowledge of English)
As the starting point for new system it has been decided that all referees (except A class referees who will conduct the seminars) are at the same level and have to undergo their licensing from the beginning. This decision has been reached based on the fact that there are discrepancies in classes which referees indicate in the paper sheets and classes which they have according to the statements of former IRC and also because of up-dated rules. In order to be fair to the referees who in fact gained their classes in the past, but there are no records about it, an exception will be allowed in the first year of super seminars. WKA headquarters will ask the WKA country representatives to send the namelist of the best qualified national referees who could attend the super seminar and undergo C class, B class, or A class test directly without previously passing C or B class tests. Those referees who will send the evidence of their class (copy or scanned certificate) on e-mail address: zuzana@valuch.sk will get priority. Referees who will attend super seminar to pass C class test can choose in which disciplines they would like to pass tests and get their license - 1. forms and traditional karate, 2. Pointfighting and Lightcontact, 3. ringsports). /3 options/ Referees who will attend the super seminar to pass B and A class test can choose from following group of disciplines: 1. forms, traditional karate, Pointfighting, 2. Lightcontact and ringsport. /2 options/ Referees can choose just one or all groups of disciplines. Each referee who would like to attend super seminar has to pay fee which is supposed to be 150 EUR plus own costs of transfer and accommodation (We will set the binding amount of fee after calculation). National chief referee doesn't have to pay 150 EUR but only the costs of transfer and accommodation. There will be also change in the way of payment to referees on World Championship. Referees will be paid per hour and the amount will distinguish depending on the class which they have. - A class referees 10 € per hour
- B class referees 7 € per hour
- C class referees 5 € per hour
